Uzbekistan: Making Education Affordable to all: Ensuring Sustainability of Education Reforms through Developing Self-financed Revolving Schemes

Almost all of the available investment for teaching and learning resources in Uzbekistan schools is currently concentrated on the provision of basic textbooks.

The effective delivery of the school curriculum requires that there should be full availability of basic textbooks to every student. In the period leading up to 2001 it had become clear that parents were suffering from increasingly severe affordability problems in the purchase of textbooks and that basic textbook availability in schools was declining. This, in turn, was creating an adverse impact on learning.

It is true today for Uzbekistan and quite possibly true for many other developing countries that parents should bear the burden of funding the large proportion of education of their children. Such countries should stop pretending and promoting a popular slogan of extending free education to its people.

Textbook Rental Scheme was a perfect solution for the country where the funding of basic textbooks was completely shifted to students and parents. Uzbek parents have never before been given an opportunity to manage their own money through newly established Parent-Teacher Councils.
Successful TRS implementation had significant implications. The Government faced the evidence of painless reform where the benefits to children’s education, parents and the Government could be achievable without causing unnecessary political turbulence while saving the Government and parents of Uzbekistan significant amount of money. Over 5 years the Textbook Rental Fund aims to collect an equivalent to 60 million US dollars. This situation triggered further curriculum and school library development reform.

Successful examples of similar TRS implementation elsewhere in the world, e.g. in Hungary, Moldova, Armenia, as well as setting up transparent and secured revolving schemes proves that the only way to the success and viability of reforms is to transfer the ownership to beneficiaries while reducing permanent pressure on Governmental funds and people through continuous revolving and depreciating.
