Implementing Policies for Educational Disadvantage
in Rural Australian Schools: Beyond Culturalist Frameworks

 

Abstract

This paper develops a framework for analysing the complexities in implementing the policies for addressing educational disadvantage at the school level, drawing on research previously undertaken by Bob Lingard, Martin Nakata and Cathryn McConaghy.

The paper considers the problems at particular sites in which the factors of postcoloniality, rurality and Indigeneity articulate and in which the tensions between school community relations, neoliberalism, neoconservatism and social justice create complex educational challenges.

Diane Hansford is a lecturer at the University of New England, Armidale, Australia, working in the School of Curriculum Studies with the Learning and Teaching Team. Her research interests are in literacy and social and cultural aspects of education, in particular for Indigenous culture.
