Balanced Literacy Programs in the Elementary Schools

Abstract

Across school systems, dominant research centers, and professional/literacy organizations, a major trend in the United States is the promotion of a balanced literacy program in elementary schools. A balanced approach to literacy combines the best of all approaches and techniques to meet the needs of children. The purpose of this session is to present the key ideas for elementary school literacy programs gleaned from the past decade of research on fostering literacy growth. A synthesis of findings from the National Reading Research Center, National Research Center on English Language and Learning, Center for the Improvement of Early Reading Achievement, the National Reading Panel, and position statements of the International Reading Association will be presented. Following this research synthesis of the elements of a balanced literacy program, practical implications and specific areas of emphases for classroom reading teachers and school-wide literacy programs will be presented and discussed.
