New Persons- New Competencies a Revival From Local to Global


Abstract

The development of Vocational Education and the associated assessment through competencies will evolve a group of educated youth with skills which are closer to the general term living skills . Rather than a group of educated who can create , innovate and design in virtual isolation a new group who have the competency to see a project initiated at the local level and physically witness it emerge . New persons with basic skills and basic desires to see a learning (new horizion challenged) first succeed at a local level then identify why it does so in order to apply it globally .
