Abstract

Although there has been done lots of work in order to resolve the problem of iliteracu=y in the information and high technological world, but still there are more than one bilion people who are unable to read , write and communicate with other easily. And while the level of iliteracy is different from one country to another because of their devemental differences, but among developing countries this matter is much more problematic.

A serious problem for those countries beside other factors, is that to some extent people who are attending in literacy courses after a not long period returned to perious steps they were. In this paper I will try to examin why this is happening and how we can organise our adults learning activity to make more effective in terms of cost, benefits for all parties.
