AbstractOur paper addresses two interlocking questions "How do we determine whether the VET potential of individuals or groups has been met?" and "How do we determine whether those outcomes are equitable?" We attempt to answer the questions using new interview data from the perspective of NESB and rural VET participants in particular. The date are derived from a major. Australian longitudinal study of VET experience for equity target groups in a wide range of VET providers. An examination is made of the ways in which the self-reported experience of participants in VET matches (or does not match) with equity, industry and labour policy, access and equity literature and the statistics on access participation and outcomes. Our intention is not only to highlight those outcomes for NESB and rural VET participants which appear inequitable compared to the potential, but also to identify some positive outcomes which are rarely recognised or measured. |
